Owner of Flat Price Broker, William C Sturman has 40 years experience as a broker and certified appraiser. William C Sturman, better known as “Carl”, is also an approved TREC instructor and trained mediator in Texas. Carl is an arbitrator with the Texas Comptroller’s office serving statewide in the resolution of property tax disputes. He earned his finance degree from the University of Texas. Carl has expansive knowledge and experience as a broker, appraiser, instructor, arbitrator, and property tax consultant.

Carl is a lifelong Texan, who enjoys bird hunting, fishing, and living on the Texas gulf coast. Moving to Austin in the 1970’s to attend UT, he earned his broker’s license and worked around college course demands with long-time appraiser, Morris Alfred. The training and instruction provided by Mr. Alford complemented the institutional course progression. Carl went on to spend the next 35 years appraising and selling real estate in Austin. He also followed his passion for flying and obtained his pilot’s license before relocating to Rockport in 2010.  Carl now serves as a director member of the Rockport Area Association of Realtors. Dedicated in his commitment to the Rockport community and in protecting private property rights. Carl contributes to recovery efforts while expanding his brokerage and the flat rate concept as the Flat Price Broker.
